MSPY 2010 Open Extended Dictionary Building Tool

Microsoft Pinyin IME 2010 starts to support a new feature called "Open Extended Dictionary" to give common users an opportunity to create and share IME dictionaries with others. Microsoft also provides an excel-based tool to help users to author the dictionary easily (detail), but because not all of the common users will have Excel 2007 and Excel 2010 installed, so to let these users to have a same chance to create Open Extended dictionaries, we create this tool.
